Sorry, but NO.

Call paypal and work out the issues with them. That's what I had to do and all is well with my account.

or make a new paypal account, setup a new email at hotmail or something and use that, no biggie

it wont let me use my credit card though. it says its already used

I don't have a credit card and I use paypal, link it to a bank account not credit card.
